Creates a bubble that can not be edited.
Parameters
- paragraphElement: SVGTextElement
  The text element for the non editable bubble.
- block: Blockly.BlockSvg
  The block that the bubble is attached to.
- iconXY: Blockly.utils.Coordinate
  The coordinate of the icon.
Returns Blockly.Bubble
The non editable bubble.
